Luna is one of the most high-profile backers of the SAVE America Act within Congress. The legislation would mandate identification to cast a ballot and proof of citizenship to register to vote nationwide.
Trump told House Republicans Monday that passing the SAVE America Act should be the “No. 1 priority,” even if it takes Republicans the remainder of the 119th Congress. Despite passing the House, the bill has stalled in the Senate due to the chamber’s 60-vote filibuster threshold.
In order to put pressure on Senate Majority Leader John Thune (R-SD), Luna and other House conservatives have vowed to hold up legislation from passing in the lower chamber until the SAVE America Act hits Trump’s desk.
“We don’t have the votes either to proceed, get on, a talking filibuster nor to sustain one,” Thune said. “That is just a function of math. There isn’t anything I can do. I’m the one that has to be a clear-eyed realist about what we can achieve.”

In an effort to appease the members pushing for passage and keep movement on the House floor, the White House proposed a method earlier this year called a “talking filibuster” to Luna. This would require members to actually speak on the Senate floor to block a bill.
Once the number of members speaking runs out, the bill can pass by a smaller margin. But Thune has reiterated that even with this procedural method, the bill has an uphill battle.
