A House Democrat has introduced a bill that would suspend congressional pay every month there is a shooting that kills more than four people.
Missouri Rep. Emanuel Cleaver proposed the legislation Thursday, two days after a deadly shooting at an elementary school in Uvalde, Texas.
“The time for thoughts and prayers has come and gone — now is the time for concrete action,” he said in a press release

Cleaver’s introduction of the new bill, titled the No Pay Until Peace Act, followed two mass shootings in May that would meet the criteria he proposed. A shooting at a supermarket killed 10 people in Buffalo, New York, and the Uvalde shooting killed 21 people, 19 of whom were children.
The legislation would not erase salaries, instead holding money in an escrow account, and the payroll administrator would release it on the last day of that congressional session.
“While the loss of one month’s paycheck doesn’t even begin to compare to the loss of a child, every lawmaker should be held accountable for the unconscionable failure to do something, anything, that will save lives,” Cleaver said.

A total of 10 mass shootings have occurred in 2022 that would meet the legislation’s criteria, with every month having seen a shooting that killed more than four people, March being the exception, according to the Gun Violence Archive.
