Former National Security Council official Fiona Hill says she believes Elon Musk is “transmitting a message” for Russian President Vladimir Putin with his peace proposal for resolving the war in Ukraine.
Parts of the proposal were “very specific,” said Hill in an interview with Politico, arguing those details likely came from Putin himself.

“Crimea is a dry peninsula. It has aquifers, but it doesn’t have rivers. It’s dependent on water from the Dnipro River that flows through a canal from Kherson. It’s unlikely Elon Musk knows about this himself. The reference to water is so specific that this clearly is a message from Putin,” Hill said.
Musk’s proposal called for Ukraine to remain neutral, for U.N.-supervised elections on whether to join Russia to be conducted in the eastern regions of Ukraine, for Crimea to be recognized as part of Russia, and for Ukraine to assure a water supply to Crimea.

Hill called the alleged use of Musk as a messenger a “classic Putin play,” explaining how Musk’s popularity in the United States and Russia, along with his support for Ukraine, makes him the perfect messenger for the Russian president.
“Elon Musk has enormous leverage as well as incredible prominence. Putin plays the egos of big men, gives them a sense that they can play a role. But in reality, they’re just direct transmitters of messages from Vladimir Putin,” Hill said.

Musk has denied reports that he consulted with Putin before proposing his idea on Twitter earlier this month, saying his last communication with the Russian president was 18 months ago and was about space.
