San Francisco city officials are considering adopting a reparations plan that would include $5 million in payouts for every eligible black adult in a proposal unmatched across the United States in range and specifics.

A special San Francisco Board of Supervisors hearing was held on Tuesday where, in addition to the payout, recommendations including the elimination of personal debt and tax burdens, guaranteed annual incomes of at least $97,000 for 250 years, and homes in San Francisco for just $1 a family, were discussed, per the Associated Press.

An estimate from Stanford University’s Hoover Institution, which leans conservative, said the reparations plan would cost each non-black family in the city at least $600,000, according to the news outlet.

The hearing lasted more than five hours, and the board ultimately unanimously adopted the resolution accepting the draft plan of the African American Reparations Advisory Committee (AARAC), according to Axios. However, the acceptance does not lay out which recommendations the board will eventually approve.

The resolution notes that the “full committee and subcommittees have met consistently for the last 18 months to collect data, hear presentations from experts, and receive guidance from the public on what information to include in the Draft San Francisco Reparations Plan.”

During the hearing, Eric McDonnell, chair of the AARAC, detailed why they believe reparations are necessary for black residents of San Francisco. They included a “targeted repair for targeted actions led by [the] San Francisco government,” a “redress for hostile anti-Black policies with ongoing harm,” a “moral imperative to right historical wrongs,” and how helping black San Franciscans will “help all marginalized groups.”

Late last month, it was revealed that the committee’s reparations plan had no calculations behind it.

“There wasn’t a math formula,” McDonnell told the Washington Post of the $5 million lump sum one-time payment. “It was a journey for the committee towards what could represent a significant enough investment in families to put them on this path to economic well-being, growth, and vitality that chattel slavery and all the policies that flowed from it destroyed.”

The reparations committee will continue to meet monthly before submitting its final proposal in June, per Axios. The San Francisco Board of Supervisors scheduled the next reparations hearing for Sept. 19, but whether a vote will occur at that time is unclear.
