Former President Donald Trump said Saturday during one of his 2024 campaign stops that he would take action against President Joe Biden’s efforts to set guardrails for artificial intelligence to protect free speech.

Trump appeared at a political rally on Saturday in Cedar Rapids, Iowa, touching on several key talking points. Among them were claims that Homeland Security Secretary Alejandro Mayorkas had used AI to censor political speech in the United States. Trump promised to reverse Biden’s recent executive order, which established a broader effort to study the technology and set several guidelines around how it affects everyday life.

“When I’m re-elected, I will cancel Biden’s artificial intelligence executive order and ban the use of AI to censor the speech of American citizens on day one,” Trump said.

The October executive order provided guidance for managing job loss, establishing tools for identifying AI-generated images, and assessing the safety of the relevant algorithms for the public. Some industry experts are skeptical that it is performative and will not affect much of the federal government without Congressional backing. Others have claimed it is an overreach of government power.

AI is considered a tool for content moderation and censorship on social media platforms and is often used for private content moderation. The federal government is providing funding to iVerify, a United Nations-powered program designed to help developing nations identify misinformation and false claims.

Members of the GOP have attacked that funding, claiming it goes against the First Amendment.

Mayorkas has spoken out in favor of AI, noting that it is on the “right path” to addressing the risks it presents, including how to handle misinformation.
