Gina McCarthy, President Joe Biden’s first White House national climate adviser, will soon join climate group America Is All In as managing co-chairwoman.
McCarthy, who left her White House job in September 2022, served as Environmental Protection Agency administrator during the latter half of the Obama administration and was the top climate adviser to five Massachusetts governors, including now-Sen. Mitt Romney (R-UT).

McCarthy will join former New York City Mayor Mike Bloomberg, Gov. Jay Inslee (D-WA), and Charlotte, North Carolina, Mayor Vi Lyles as co-chairpeople of the initiative, according to the Washington Post. The climate organization has the stated goal of boosting support for the Inflation Reduction Act and the remainder of Biden’s legislative agenda.
McCarthy’s move comes as Biden and allies are struggling to boost the president’s economic polling ahead of the 2024 election, even after a monthslong “Bidenomics” national campaign, and just one week ahead of the one-year anniversary of the passage of the Inflation Reduction Act.
“I’ve been in government for 44 years, even though I don’t look a day over 35, and those 44 years taught me how government works at the local level, at the state level,” she told Washington Post. “This is an opportunity for me to make sure we spread the word about what’s available and excite people about these opportunities.”
McCarthy’s comments mirror a campaign shift by Biden’s 2024 reelection campaign to break through dissatisfaction with Biden’s economic record. Campaign officials recently told the Washington Examiner they plan to lean in heavily to “relational organizing” to meet that goal.
“More than ever, and especially post COVID, Americans are looking for information and making decisions based on what their friends and family and people they know say,” a Biden campaign official explained. “They’re looking inwards, basically, and so really invoking and deploying trusted messengers early on is really important for us.”

Similarly, McCarthy said that voters “need to hear from voices that they’re familiar with,” especially those that don’t habitually consume national news sources.
She added that it’s critical for the group to focus on the economic aspects of Biden’s climate plan, specifically the tax breaks included in the law for switching to green energy technologies, such as solar panels or electric vehicles.
