The White House is trying to navigate intraparty divisions on the war between Israel and Hamas in various ways, including with how it responds to citizens.

In response to citizen messages to President Joe Biden, the White House is sending two significantly different letters based on whether the writers are pro-Israel or pro-Gaza, according to a report from NBC News. The two letters do not contradict each other but emphasize drastically different topics regarding the conflict.

In the letter being sent to pro-Palestinian citizens, Biden emphasizes what his administration has done to secure assistance for Palestinian civilians and how he has called for international humanitarian law to be upheld.

“We must always condemn terrorism when we see it. There is no justification for it — no excuse,” Biden writes in the letter. “But Hamas does not represent the Palestinian people. It does not stand for the dignity of Palestinians. We mourn the many innocent Palestinians who have been killed.”

In the letter sent to citizens firmly supporting Israel, the president pledges his own support for the Jewish state to defend itself against Hamas and the terrorist attacks on Oct. 7, which he calls “pure evil.”

“The United States stands with Israel,” Biden said. “We will continue to ensure that Israel has what it needs to defend itself against terrorism in accordance with international humanitarian law. I will bring all resources to bear to secure the release of hostages held by Hamas — including our fellow Americans.”

An Associated Press-NORC Center for Public Affairs Research poll conducted earlier this month showed that Democrats are almost evenly divided on their approval of Biden’s policy regarding the war.

Biden has also had to deal with many in the left-wing flank of his party expressing views ranging from accusing him of “cheering on” Israel’s “ethnic cleansing” to calling for a ceasefire.
